Bal Harbour, FL – October 3, 2018 – Guests gathered at The St. Regis Bal Harbour Resort as Raleigh Flowers was sworn in as the Chief of Police for Bal Harbour Village. Chief Flowers becomes the 14th Police Chief and the first African-American to hold this position in Bal Harbour Village. Others sworn in at this event included: Captain Mauricio Escarra, Lieutenant Carlos Arango, Sergeant Braxton McClams, 3 new Police Officers, 2 Reserve Police Officers, 2 Dispatchers, and Police Chaplain Rabbi Lipskar.
